ceded Kowloon were treated together
as one unit, and the leased territories
as another, would enable us to realise
what would be the effect of severing
the latter, in whole or in part, from
the former unit, and help us to consider
what steps could best be taken, or what
price it might be worth our while
to pay to prevent such a severance.
A second question on which
the Foreign Office would like definite
information is that of the strategical
value placed upon the leased
territories, either in whole,
hole or in
part, by the military authorities.
If you could find time to let us
have a further memorandum uealing
with these two points, it would be
much appreciated.
